In February 2025, Governor Gavin Newsom signed an executive order to expedite the
implementation of “Zone 0” regulations aimed at enhancing wildfire resilience in
California. These regulations will require the creation of an ember-resistant zone within
5 feet of structures located in the state’s highest fire severity zones.
The “Zone 0” regulations are designed to mitigate the risk of embers igniting homes
during wildfires. They will apply to both new and existing constructions in designated
high fire hazard areas. While the regulations are anticipated to take effect for new
constructions upon adoption, existing homeowners will likely have a three-year phase-in
period to comply, allowing time for necessary adjustments and access to financial
assistance.
To support these efforts, the Office of the State Fire Marshal has released updated
Fire Hazard Severity Zone maps, incorporating approximately 1.4 million new acres into
the higher tiers of fire severity. These updated maps will inform building and local
planning requirements statewide, ensuring that communities are better prepared for
wildfire risks.
The California Board of Forestry and Fire Protection has been directed to accelerate
the adoption of these “Zone 0” regulations. A public workshop was held on March 4,
2025, to discuss the proposed changes and gather input from stakeholders. The
regulations are anticipated to be completed by the end of 2025.
These initiatives are part of a broader strategy to enhance wildfire and forest
resilience through improved forest management, investments in firefighting resources,
and advanced response technologies.
